
President Yoweri Kaguta Museveni has praised the former Chief Justice, His Lordship Alfonse Chigamoy Owiny-Dollo for his integrity and contribution to Uganda’s judiciary during a homecoming ceremony held in Gulu.
Museveni said Owiny-Dollo has played an important role in strengthening the rule of law and promoting unity and reconciliation in Northern Uganda. The President thanked the former Chief Justice for his service to the country and described him as a leader who has demonstrated integrity in public service.
During the event, Museveni also emphasized the importance of household wealth creation as a key driver of Uganda’s economic transformation.
He encouraged Ugandan families to take advantage of small-scale enterprises and intensive agriculture to generate income, noting that even households with small pieces of land can succeed.
According to the President, activities such as poultry farming, dairy farming, coffee growing, fruit farming and fish farming can help families improve their livelihoods and contribute to the country’s economic growth.
The agriculture campaign is linked to the Rocco Paco revival movement, an initiative aimed at rebuilding the Acholi community after years of conflict and displacement. The movement promotes agriculture, education and cultural renewal as pathways to development championed by Alfonse Chigamoy Owiny-Dollo.
Owiny-Dollo said he intends to dedicate his retirement to promoting what he describes as “agriculture by the masses” to help communities improve their livelihoods.
He revealed that more than 1,050 acres of land have already been opened for farming, to demonstrate the potential of agriculture in Northern Uganda.
The ceremony drew prominent leaders from the Acholi sub-region, including former Uganda People’s Congress president Olara Otunnu, who joined community leaders in celebrating the contributions of the retired Chief Justice.
The ceremony attracted attention on social media, where several users welcomed the President’s message on wealth creation and praised the recognition given to the retired Chief Justice.
Household-level wealth creation remains a central pillar in Uganda’s development agenda, particularly in rural areas where agriculture is the main economic activity.
