VACANCIES AT CIVIL AVIATION AUTHORITY

Civil Aviation Authority (CAA) is a corporate body responsible for regulation of civil aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. CAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). The Authority now plans to recruit suitably qualified Ugandans of impeccable integrity and commitment to fill the following positions in its establishment, as detailed below:

  1. JOB REF : CAA/ADV/EXT/02/2017

POST                     :              PRINCIPAL LICENSING OFFICER

REPORTS TO       :              Manager Flight Safety Standards.

SALARY GRADE   :              12

VACANCIES         :              01

AGE                       :              From 35 and 55 Years

JOB PURPOSE    

To discharge responsibilities related to regulation, administration, training, examination and licensing of flight and cabin crew, aircraft maintenance personnel and air traffic controllers in accordance with the Civil Aviation (Personnel Licensing) Regulations.

PRINCIPAL ACCOUNTABILITIES:

  1. Planning, budgeting and review process

* Participate and make contributions to ensure the Business Plan provisions contain adequate allocations for the department’s requirements

*Participate in the preparation of annual budget inputs for the department.

*Prepare the Personnel Licensing (PEL) Section Quarterly Activity report for timely submission to Manager Flight Safety Standards (MFSS).

  1. Licensing Management – Personnel

* Ensure that all personnel licensing regulations and procedures are implemented and complied with for licenses and authorisation issuance.

*  Provides professional advice to the Manager Flight Safety Standard on matters pertaining to personnel licensing.

*  Ensure licensing activities are coordinated with other sections within the CAA.

*  Liaise with Documentation Centre in record management of all personnel licenses issued by the Authority.

*  Maintain liaison with the designate medical examiners and assessor, flight operations, airworthiness etc, regarding licensing standards and facilitate the inspection functions of the staff charged with licensing duties.

* Timely Preparation and submission of the Personnel Licensing Section performance Quarterly Report to MFSS.

* Regularly advise Manager FSS on the state of work and significant event and development within PEL office.

* Evaluate and advise MFSS on the section staffing, facilities and training requirements for effective continuous section performance.

* Participate in the development and update of Civil Aviation Regulations and Guidance Materials.

* Maintain a list and authorisation records of other section/department personnel authorized and/or designated to perform personnel licensing functions. And ensure that they are briefed and supplied with adequate guidance and documentation to carry out their tasks.

* Initiate and direct study and research into licensing matters related to aviation personnel.

* Perform such duties as may from time to time be directed by the Supervisor and/or Management.

  1. Human Resource Management.

* Supervises the section’s staff and ensures correct manning levels in accordance with operating standards

* Proposes input in attraction, retention, motivation and staff development.

QUALIFICATIONS/REQUIREMENTS:

  1. Minimum Requirements:

(i) A good bachelor’s degree from a recognized University.

(ii) A pilot with at least an Air Line Transport Pilot’s License (ATPL-Ground) and a minimum of 500 total flying hours.

OR

(i) A good bachelor’s degree from a recognized University.

(ii) Aircraft Maintenance Engineer license and A minimum of 5 years work experience as a licensed aircraft maintenance Engineer

OR

(i) A good bachelor’s degree from a recognized University.

(ii) Air Traffic Controllers’ (ATC) License with at least 3 ratings and

Not less than 5 years’ work experience as ATC license holder

POST                       :        SENIOR LICENSING OFFICER

REPORTS TO         :        Principal Licensing Officer

SALARY GRADE     :        11

AGE                         :        From 30 to 55 years

JOB PURPOSE    

To discharge responsibilities related to regulation, administration, training, examination and licensing of flight and cabin crew, aircraft maintenance personnel and air traffic controllers in accordance with the Civil Aviation (Personnel Licensing) Regulations.

PRINCIPAL ACCOUNTABILITIES:

  1. Licensing Aviation Personnel

* Maintain an up-to-date, effective and secure personnel record system for licensing, certification, designation, approval and authorization actions.

* Maintaining lists of civil aviation authorised and designated examiners;

* Maintain PEL office library;

*Ensure current Regulatory and PEL Guidance material are available and are referenced and used by the PEL Staff in execution of their duties.

*Participate in the development and update of Civil Aviation Regulations and Guidance Materials

* Coordinate with other FSS Sections and prepare and effectively implement examination schedules. Ensure timely distribution of invitation letters to the candidates.

* Advise Manager FSS on any necessary correspondences.

* Participate in setting of examinations both practical and oral;

* Maintain record of all licenses of applicants as per regulations;

* Processing all license forms and preparing licenses for official signatures;

* Evaluation of foreign licences and certificates, and military pilot qualifications, and taking appropriate action, including consultation with the State of Issue;

* Reviewing the limitations and recent experience of flight crew members, maintenance personnel, aircraft controllers etc and taking appropriate action.

* Liaise with Document Centre on storage of personnel files;

* Ensure that records kept by Document Centre are complete and sufficient to provide documentary evidence of each licensing action and allow the history of each license issued to be traced

* Perform duties as may from time to time be directed;

* Properly discharge all delegated powers;

*Brief and liaise with examination supervisors and supervise examinations if required;

* Keep schedules of all licenses to monitor renewal;

* Ensure the production and dissemination of examination results through appropriate methods;

* Provide detailed requirements for issuance and renewal of licenses

* Ensure that all licenses pay the appropriate examination/ renewal fees.

* Allocate examination centers to candidate and ensuring that the relevant examinations are ready;

* Advise public where the conduct of medical examinations is done;

* Recommend the renewal, endorsement and issue of Licenses;

QUALIFICATIONS/REQUIREMENTS:

  1. Minimum Requirements:

(i) A good bachelor’s degree from a recognized University,

(ii) A pilot with at least a Commercial Pilot’s License (CPL)  and

A minimum of 300 total flying hours.

OR

(i) A good bachelor’s degree from a recognized University,

(ii) Aircraft Maintenance Engineer license and

A minimum of 4 years work experience as a licensed aircraft maintenance Engineer

OR

(i) A good bachelor’s degree from a recognized University.

(ii) Air Traffic Controllers’ (ATC) License with at least 2 ratings and Not less than 4 years’ work experience as ATC license holder

POST                    :              LICENSING OFFICER

REPORTS TO                      :              Senior Licensing Officer

SALARY GRADE                  :              10

AGE                                      :              From 28 to 40 years

JOB PURPOSE  

To discharge responsibilities related to regulation, administration, training, examination and licensing of flight and cabin crew, aircraft maintenance personnel and air traffic controllers in accordance with the Civil Aviation (Personnel Licensing) Regulations.

PRINCIPAL ACCOUNTABILITIES

  1. Licensing management – Personnel:-

* Evaluate applications for issuance and/ or renewal of licenses, certificates and validations. Ensuring all documents required are attached.

* Register applications in their respective categories; accurately/appropriately categorize applications recorded in the register by the various classes of licenses.Prepares examination schedules. Ensure timely posting of invitation letters to the candidates.

* Ensure examination bookings by submitting to the institution CAA’s duly filled forms indicating the exams to be attempted and corresponding fees.

* Books candidates for the scheduled exams before expiry of the booking period specified by the examination institution.

* Monitoring and ensuring there is adequate supply of all personnel licensing relevant forms, certificates and checklists.

* Participate in invigilating personnel licensing examinations.

* Ensure licensed personnel documents files are safely and orderly kept.

* Process licenses for issue and/ or renewal recommendation by MFSS and signature of the Director.

QUALIFICATIONS/REQUIREMENTS

  1. Minimum Requirements

(i)  A good bachelor’s degree from a recognized University.

(ii) A pilot with at least a Private Pilot’s License (PPL) and

a minimum of 100 total flying hours

OR

(i) A good bachelor’s degree from a recognized University.

(ii) Aircraft Maintenance Engineer license and a minimum 3 years work experience as a licensed aircraft maintenance Engineer

OR

(i) A good bachelor’s degree from a recognized University.

(ii) Air Traffic Controllers’ (ATC) License and not less than 3 years ‘work experience as ATC license holder

  1. Must be computer literate.
