Recruit your staff based on Integrity not papers-Museveni

President Yoweri Kaguta Museveni has asked the Inspectorate General of Government (IGG), the State House Anti-Corruption Unit and Uganda Revenue Authority (URA) to recruit the staff based on their integrity other than paper qualifications.

Museveni said that recruitment based on paper qualification has been one of the factors that have geared promotion due to the questionability of the integrity of the employees.

He made these remarks while addressing the gathering during the launch of the Anti-Corruption Week at Kololo Ceremonial grounds in Kampala on Wednesday this week.

“Leave Judiciary and Public service commission to recruit using Papers but these three entities, Inspector General of Government (IGG), the State House Anti-Corruption Unit and Uganda Revenue Authority (URA) needs people with integrity”. He said

He added, “People always tell me some officials in those units are corrupt and I am just waiting for evidence I will arrest you, but the mistake they recruit them using papers, look for integrity”

According to Museveni, there are three forms of corruption that is killing Uganda, Moral and Material.

“It is not correct to only speak about molarity and not talk about the material. We should make sure that people get jobs and wealth” he said

He added that to attain this, both political and administrative leaders need to promote and implement commercial agriculture, industries, service delivery and technology.

“Leaders should wake up and work on people’s problems of poverty and unemployment especially in the four areas that I hinted on during my recent tour”

According to the president, there is need for political leaders to arrange the economy in a way that people get material needs because it is lack of jobs which raise the temptation leading to corruption.
