The Inspectorate of Government (IG) has arrested Ntare School headteacher Saul Rwamporo, his predecessor Jimmy Turyagenda and former school office typist Peace Kebirungi over an alleged financial loss of UGX 110,877,900 to the Government of Uganda.
The three suspects were arrested on Wednesday by the Inspectorate’s Mbarara Regional Office over allegations of abuse of office and causing financial loss. According to the Inspectorate, they have been transferred to Kampala and are expected to appear before the Anti-Corruption Court to answer the charges.
The investigation centres on allegations that Kebirungi obtained study leave with pay using a false university admission letter in October 2015 but subsequently absconded from duty while continuing to receive a government salary.
According to the Inspectorate, Kebirungi allegedly continued receiving her salary from September 2015 to August 2024 despite her reported absence from work. Investigators allege that the situation was concealed by Turyagenda before his retirement from public service and by the current headteacher.
The Inspectorate further alleges that Turyagenda and Rwamporo authorised the payment of allowances to Kebirungi from school fees during the period in question, as though she was continuing to perform her duties.
The investigation also found that Kebirungi applied for early retirement in 2023. Her application was reportedly forwarded by Rwamporo despite her alleged ineligibility arising from her absence from duty.
She subsequently retired from public service in 2024 and allegedly received terminal benefits, including gratuity and monthly pension payments.
By February 6, 2026, when the investigations were concluded, the Inspectorate said Kebirungi had allegedly received a total of UGX 110,877,900 irregularly.
The arrests form part of the Inspectorate of Government’s efforts to investigate alleged corruption, abuse of office and the misuse of public resources. The institution has reiterated its commitment to promoting accountability and ensuring that government funds are used for their intended purposes.
