
President Yoweri Museveni, as Chairman of the ruling National Resistance Movement (NRM), has formally endorsed incumbent Speaker Anita Among and Deputy Speaker Thomas Tayebwa as the party’s candidates to lead Uganda’s 12th Parliament. This endorsement follows resolutions made by the NRM Central Executive Committee (CEC) during meetings held on 27th January and 20th February 2026, and has been forwarded to the NRM Secretary General for action ahead of the parliamentary leadership elections.
NRM officials say the endorsement is intended to ensure stability and continuity in parliamentary leadership, following the party precedent that allows incumbents to serve two consecutive terms. Analysts note that while the endorsement strengthens the ruling party’s cohesion, the final election for Speaker and Deputy Speaker will be decided by all Members of Parliament, including opposition representatives, as outlined in Uganda’s Constitution and parliamentary rules.
Despite Museveni’s backing, several MPs have declared their interest in the leadership positions, signaling a potentially competitive race. Among the potential challengers for the Speaker role are opposition leader Norbert Mao, former EALA representative Lydia Wanyoto, and other legislators who may contest the incumbent slate. For Deputy Speaker, experienced MPs such as Florence Asiimwe and Yorke Odria have also indicated interest. The diverse political experience of these candidates could influence parliamentary priorities, committee appointments, and the relationship between Parliament and the executive branch.
The NRM parliamentary caucus is expected to formally adopt Museveni’s endorsed candidates before all MPs participate in the parliamentary elections for Speaker and Deputy Speaker. The outcome will be a key factor in shaping the 12th Parliament’s legislative agenda and could set the tone for the balance of power between the ruling party and the opposition, making this one of Uganda’s most closely watched political events in 2026.
