
Police in Luwero District are holding a private security guard over allegations of attempting to sell live ammunition without authorization.
The suspect, identified as Alfred Okongo Owona, 25, is attached to Securex Security Company Limited and was deployed at Crown Paper Factory in Kawempe Division, Kampala. Police allege that on January 2, 2026, shortly after completing his night shift, Okongo removed four rounds of live ammunition from a company-issued rifle.
According to Savannah Regional Police Spokesperson Sam Twiineamazima, the suspect reportedly handed over the rifle to a colleague who was reporting for the day shift before leaving his workstation. He later travelled to Luwero District, where he is accused of attempting to sell the ammunition. “He allegedly tried to sell the bullets to another private security firm,” Twiineamazima said.
The police spokesperson further explained that on January 7, 2026, Okongo approached a supervisor at Hippos Security Company in Luwero with an offer to sell the bullets. The supervisor reportedly notified authorities, leading to Okongo’s arrest. Police recovered four live bullets from the suspect, who was then transferred to Luwero Central Police Station, where he remains in custody.
Police say Okongo is expected to be charged with illegal possession of government stores, specifically live ammunition. Under the Firearms Act (as amended), it is illegal for any person to acquire or possess a firearm or ammunition without a valid firearm certificate. The offence carries a possible penalty of up to ten years’ imprisonment, a fine, or both upon conviction. Investigations into the matter are ongoing.
