
Uganda’s Permanent Secretary and Secretary to the Treasury (PSST), Dr. Ramathan Ggoobi has urged the Directorate of Debt and Cash Policy at the Ministry of Finance, Planning and Economic Development to ensure that all financing decisions contribute to the country’s long-term economic stability and debt sustainability.
Dr. Ggoobi made the remarks while officiating at a Directorate meeting held at the Ministry of Finance, where he highlighted concerns over the increasing cost of debt servicing and its impact on the country’s fiscal space.
He said Uganda’s credibility in international financial markets has been built through responsible debt management, adding that the Directorate has a responsibility to protect this reputation.
“As Uganda enters a period of accelerated economic growth, your role must evolve beyond facilitating financing transactions. You are expected to serve as Government's strategic financial advisors, providing objective, evidence-based and courageous advice that safeguards the country's long-term economic interests,” Dr. Ggoobi said.
The PSST said the Directorate must identify emerging risks, recommend practical solutions and address challenges before they escalate. He emphasized that economic managers should not only respond to problems but also focus on creating opportunities for sustainable growth.
He outlined the Directorate’s key responsibilities as protecting debt sustainability, maintaining macroeconomic stability, borrowing prudently and only when necessary, financing high-impact investments, and providing objective, evidence-based advice while upholding integrity and professionalism.
“Your mission is clear: protect debt sustainability, preserve macroeconomic stability, borrow prudently and only when necessary, finance high-impact investments, provide clear, objective, and evidence-based advice and uphold the highest standards of integrity and professionalism,” he said.
The Acting Director of Debt and Cash Policy, Maris Wanyera, highlighted the Directorate’s strategic performance areas and reaffirmed its commitment to mobilizing affordable financing to support Uganda’s Tenfold Growth Strategy.
The meeting comes as Uganda continues efforts to balance financing needs with maintaining sustainable debt levels while supporting economic growth.
