State Minister for Finance (Planning), Hon. Amos Lugoloobi, has asked Parliament to approve the write-off of UGX 2.2974 billion in non-tax revenue (NTR) owed to the Government by Kilembe Mines Limited.

Lugoloobi, accompanied by technical staff, appeared before the Parliamentary Committee on Finance, Planning and Economic Development to present the request for consideration.

The outstanding amount relates to Annual Mineral Rent arrears accumulated between 2018 and 2024.

According to Lugoloobi, the Auditor General’s report on the Ministry of Energy and Mineral Development for the audit year ended December 2024 recommended the write-off of the outstanding Annual Mineral Rent arrears amounting to UGX 2,297,400,000.

The Ministry of Finance subsequently received a request from the Ministry of Energy and Mineral Development seeking to write off the non-tax revenue owed by Kilembe Mines Limited to the Government.

Lugoloobi told the committee that the request is being made in accordance with Section 33(1) of the Public Finance Management Act, Cap. 171.

The provision requires the Minister of Finance, Planning and Economic Development to seek Parliament’s approval where the Government seeks to abandon or remit a claim, or write off a loss of or deficiency in public money or public resources.

The Minister therefore asked the committee, chaired by the relevant parliamentary leadership, to consider the request to write off the UGX 2.2974 billion Kilembe Mines debt.

The request is now before the Parliamentary Committee on Finance, Planning and Economic Development for consideration in line with the provisions of the Public Finance Management Act.
