Makindye councilors rush for loans before earning!

Rafiki is already worried so much that perhaps the people who have been elected as our leaders in Makindye have just the money agenda on their minds
Rafiki is saying this after being in a small meeting in Makindye headquarters where the newly elected councilors were submitting and signing papers, first the councilors didn’t know what they were supposed to do or even where to sit But the worst part was that all of them were planning on getting loans by the end of this week.
It was one of the surviving (re-elected) councilor who was explaining to them, she was telling them how its very important to open new accounts, and also to get financial cards from KCCA, (after paying 20,000).
Some were even heard wondering when they will get the KCCA ID cards, because the money lender had told them that the card is enough for them to get loans!
Will these councilors work when they are under pressure of loans even before starting earning?
