
The Uganda Communications Commission (UCC) has issued a strong public advisory urging all users to exercise responsibility when using communication platforms including social media and other digital platforms. This comes in the wake of a recent Constitutional Court ruling that annulled certain provisions of the Computer Misuse Amendment Act, 2022, sparking reports of increased online misuse.
UCC clarified that while some sections of the law relating to unauthorized access, hate speech, and misuse of social media have been annulled, numerous protections remain fully enforceable. Laws against cyber harassment, cyber stalking, electronic fraud, and other offenses under the Computer Misuse Act continue to apply. In addition, although some libel provisions under the Penal Code were affected, the rest of the Penal Code remains in force.
The Commission emphasized that other laws, including the Uganda Communications Act, Data Protection and Privacy Act, and Children’s Act, continue to regulate digital interactions and safeguard individual rights. UCC called on the public to use technology constructively, promoting socio-economic wellbeing rather than causing harm or threatening peace and security.
Members of the public are encouraged to report any misuse of communication platforms to either the Uganda Communications Commission or the Uganda Police Force. UCC’s statement underlines the importance of maintaining a safe, respectful, and secure online environment for all Ugandans.
