
Fresh details have surfaced regarding the killing of Assistant Superintendent of Police Emma Bagenda, the Officer-in-Charge of Ntawo Police Station, who was gunned down on Sunday night in what investigators believe was a robbery-related attack. Mukono Police Division has categorized the case as murder and aggravated robbery.
The official report (MKN CRB 1708/2025) places the incident at about 10:25 pm along Ntawo Road in the Ntawo Cell trading center, Mukono Municipality. At the time, Bagenda and Police Constable Jackson Kiyingi were responding to information about an alleged robbery on Nakabago Road. The two officers, travelling by motorcycle, attempted to stop another motorcycle carrying two suspects who refused to comply.
As the suspects sped off, Bagenda pushed ahead while Kiyingi leapt from the officers’ motorcycle. He was later taken for medical attention, first to Mukono General Hospital and then to Nakasero Hospital. When Bagenda could not be located immediately, the Mukono District Police Commander initiated a search supported by CID, SOCO, operations personnel, and K9 teams.
Bagenda’s body was eventually found lying face down in a pool of blood, bearing a gunshot wound to the head. Spent cartridges were retrieved at the scene, and police established that the firearm assigned to Kiyingi had been taken during the assault. Early findings suggest the officers had confronted suspects who were travelling from Nasuti Town.
Investigators believe PC Jackson was shot first and fell into an open trench near the Ntawo-Nyenje Road junction, while ASP Bagenda who had advanced ahead of the fleeing motorcycle was fatally shot moments later. At the time of his death, Bagenda was wearing a dark blue police jacket, a grey T-shirt, black trousers, and a single shoe on his left foot.
Police documented the crime scene, opened a case file, and gathered crucial exhibits, including four spent cartridges. Bagenda’s remains were transferred to Mulago City Mortuary, and Kiyingi was referred to Nakasero Hospital for treatment.
The investigation remains active. Police intend to revisit the scene to gather additional evidence, review surrounding CCTV footage to identify the assailants and their motorcycle registration, and obtain statements from witnesses. Cluster information is also being compiled to aid further inquiry.
