Uganda’s Minister of State for Finance, Planning and Economic Development (General Duties), Hon. Henry Musasizi, has presented the Draft Annual Budget Estimates of Revenue and Expenditure for the Financial Year 2026/27 before Parliament, outlining a bold economic transformation agenda.

The projected budget stands at UGX 84.29 trillion (Shs. 84,294,163,572,966) and is anchored on the theme: “Full Monetization of the Ugandan Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.” the Minister said. 

According to Hon. Musasizi, the budget is aligned with Uganda’s Fourth National Development Plan (NDPIV) and the government’s Tenfold Growth Strategy. It also marks the first budget to implement the upcoming NRM Manifesto for the period 2026/27 to 2030/31.

The government has prioritized investments in key sectors under the ATMS framework, including agro-industrialization, tourism development, mineral-based industrial growth, and science, technology, and innovation, particularly ICT and the creative arts industry.

Major infrastructure projects are set to drive expenditure in the upcoming financial year, including the Standard Gauge Railway, rehabilitation of the Meter Gauge Railway, and the Kampala–Jinja Expressway. Additional funding will support the construction and maintenance of critical road networks and expansion of electricity supply to industrial parks.

The draft budget also allocates resources toward Uganda’s preparedness for AFCON 2027, alongside salary enhancements for primary school teachers, arts teachers in secondary schools, and instructors in Business, Technical, and Vocational Education and Training (BTVET) institutions.

To finance the budget, the government has proposed tax policy measures expected to raise UGX 1.741 trillion.
