
The Directorate of Public Prosecutions (DPP) has withdrawn all charges against State Minister for Finance Amos Lugoloobi, ending his trial in the Karamoja iron sheets scandal.
The DPP, through State Attorney Gloria Inzikuru, filed a nolle prosequi dated November 7, 2025, which was presented before Lady Justice Jane Okuo Kajuga on November 11, 2025, citing loss of interest in pursuing the case. Justice Kajuga consequently discharged the minister, freeing him of all charges.
Lugoloobi had been accused of diverting 700 iron sheets meant for vulnerable people in Karamoja and using them to roof a goat house on his Kayunga farm. He denied wrongdoing, saying he received the sheets legally under the Luwero-Rwenzori Program managed by the Office of the Prime Minister (OPM) and was unaware they were intended for Karamoja.
The minister argued that the prosecution was selective since several officials implicated in the same scandal were not charged. He also stated that he later returned the iron sheets as directed by President Yoweri Museveni.
The case was one of three prosecutions arising from the 2023 Karamoja Iron Sheets Scandal, which also implicated ministers Mary Goretti Kitutu and Agnes Nandutu. With the DPP’s withdrawal, Lugoloobi walks free, marking a significant development in one of Uganda’s most publicised corruption cases.
