In Kitgum Municipality, all nightclubs have been instructed to halt the organization of strip dance shows, commonly referred to as "Kimansulo," following a directive from Kitgum Assistant Resident District Commissioner (RDC), Joseph Okidi.

The directive was issued during an emergency meeting held on Thursday with nightclub managers in the RDC’s boardroom. Okidi revealed that the District Security Committee had been receiving continuous intelligence reports indicating that certain clubs were hosting strip dances, typically around 2 AM. He reiterated that such activities contravene Ugandan law and are inconsistent with the moral fabric of the Acholi community.

He warned that venues found disregarding this directive will face strict consequences, including possible indefinite closure. “The objective is to preserve the cultural heritage of the Acholi people and ensure that nightlife in Kitgum Municipality aligns with local norms and expectations,” he explained. “Nightclub owners and managers must adapt to this new directive and find alternative ways to entertain their clients without compromising local cultural values.”

While emphasizing the ban on strip dancing, Okidi clarified that musical performances and other lawful entertainment events are still permitted. He also stressed that organizing nude or strip shows in disco halls is a clear violation of the Anti-Pornography Act. Under Section 13(2) of this law, those found guilty could face penalties including a fine of up to 500 currency points, imprisonment for up to 10 years, or both. Violators also risk arrest, prosecution, and the seizure of their musical equipment.

Joel Akena, the Assistant Town Clerk for Central Division, echoed the RDC’s concerns, describing the situation as "very bad." He expressed disappointment over reports of strip shows in nightclubs and confirmed that his office would collaborate closely with security agencies to ensure such events are halted not only in Central Division but throughout Kitgum Municipality.

Akena further cautioned nightclub operators that failure to comply with the regulations may lead to the revocation of their trading licenses. Additionally, he urged club owners to consider installing soundproof systems to minimize noise disturbances affecting surrounding residents.
